From Resource Manager > File Manager select the Document Publishing
button. The Submit Workgroup page will displayed. For the purposes of this help, three areas of of this page are discussed; the Descriptive section, the Subscription Requests section and the Listing and Submission section:

| Mission statement | While this is not a compulsory field, it is worth entering a proposed mission statement that is meaningful to all users. |

Use this control to embed a file in the Mission Statement field. |

Enable rich-text |
The Enable rich-text is used to improve the text range and styles within the Mission statement field. |
The four Subscription Requests radio buttons determine the workgroup subscription method. These buttons will toggle so that only one option can be set at any time:

| Open | A user can subscribe directly to this workgroup without any permissions being granted. |
| Moderated | A user must request subscription from the workgroups owner or administrator. |
| Invite only | Subscriptions to his workgroup must be created by the workgroups owner or an administrator. |

Closed |
This type of workgroup is fully administered. |
Finally, the group should be listed and submitted:
Option Function Preview the created workgroup.
List groups in directory
Select this tick-box to list the workgroup in the Workgroups Directory.


Submit the workgroup for creation.
